How is the pay and allowances of a gazetted government servant regulated by the AG’s office?

The pay and allowances admissible to a gazetted official of the Government of Meghalaya is regulated/authorized through a  payslip issued by the AG’s office with reference to the rules and regulations made by the competent authority governing the conditions of service of the gazetted official.

When is the AG’s office required to issue a new/fresh payslip?

A pay slip is required to be issued by the AG’s office to an officer on each of the following occasions:

(a)  On first appointment to government service.

(b)  On crossing the Efficiency Bar in the scale of pay attached to the post.

(c)  On transfer to a higher post.

(d)  On transfer to a temporary post.

(e)  On continuance of a temporary post.

(f)   On proceeding on leave.

(g)  On return from leave.

(h)  Appointment under Regulation 4(d) or 3(f) of Meghalaya Public Service Commission (MPSC) Regulations.

(i)   On return from foreign service.

(j)  On deputation for training and on return from training.

(k)   On transfer to Government of Meghalaya from Government of India/another State Government

On what occasions  is a Handing Over Charge Report/Joining Report/Taking Over Charge Report required to be submitted to AG’s office?

      On the happening of any of the events mentioned above {except (b) and (e)}, a Handing Over Charge Report/Joining Report/Taking Over Charge Report as the case may be showing  (i)  the date of handing/taking over charge and clearly indicating whether it is the   forenoon or afternoon of that day,

(ii)  the names of the relieving and relieved officers along with their designations written legibly at the appropriate places of the Report and

 (iii) the designation of the post in respect of which the charge is received and made over, should be made out and forwarded through a letter addressed to the Accounts Officer (MG Sections), O/e the AG(A&E) Meghalaya, Shillong.

What are the documents essential for authorization of pay and allowances/leave salary by the AG’s office in the following events?

 
 

(i)  On first appointment 

(a) Notification of appointment issued by the appointing authority.

(b) Taking Over Charge Report/Joining Report of the post indicating full name, designation of the post.

(c) Sanction for creation of the post if appointed in a new post.

(d) Sanction for extension of the post (if the term of the post has expired) issued by the competent authority along with concurrence of the financial authority.

 (e) A House Rent Certificate to be certified by the concerned officer if staying in Own House/Rented House.

 

(ii) For pay beyond the Efficiency Bar Stage in a time scale.

(a) Orders of the competent authority allowing the government servant to cross the Efficiency Bar at the relevant stage.

 

(iii) On transfer to a higher post or on transfer to a temporary post.

(a) Orders of promotion to the higher post or of transfer to the temporary post.

(b) Sanction regarding continuance or extension of the higher/temporary post against which the promotion/transfer is made.

(c) If the transfer/promotion is made from a non-gazetted post, the official’s Service Book along with a copy of the Last Pay Certificate and his Leave Account duly completed and attested by the last Head of Office.

 

(iv) On continuance of a temporary post.

(a) Orders of the competent authority sanctioning extension of the post.

 

(v) On proceeding on leave.

a) Order of the competent authority sanctioning the leave application to be sent to the AG’s office through the Sanctioning Authority, along with

(b) Handing Over Charge report before proceeding on leave.

 

(vi) On return from leave.

(a) Orders of the competent authority of posting on return from leave.

(b) Taking Over Charge Report after availing leave.

 

(vii) Promotion/ Appoint-ment under Regulation 4(d) and 3(f) of Meghalaya Public Service Commission Regulations.

(a) Orders of the government along with the approval/concurrence of the MPSC for promotion made under Regulation 4(d) or temporary appointment under Regulation 3(f).

(b) Orders of posting to a particular post.

(c) Sanction for extension or creation of the post against which the posting is made, if the post is temporary.

 

(viii) On return from foreign service.

(a)    Last Pay Certificate.

(b)   Taking Over Charge Report.

(c)   Order of reversion to parent department.

 

(ix) On deputation for training and on return from training.

(a) Order of deputation specifying the terms and condition of deputation for training.

 

(x) On transfer to Government of Meghalaya from Government of India/another State Government.

(a) Government of Meghalaya Orders of appointment in a post.

(b) Orders of the creation or extension of the post, if temporary.

(c) Transfer documents viz, Statement of   Service in Government of India/other State Government, Leave Account and Last Pay Certificate duly countersigned by the Accountant General/Accounts Officer from whose payment jurisdiction the transfer is made.
